About the Division
The Division of Deaf, DeafBlind and Hard of Hearing concentrates on helping to improve the lives of Michigan’s Deaf, DeafBlind and Hard of Hearing citizens. Our mission is affirming the indisputable right of persons who are Deaf, DeafBlind and Hard of Hearing to secure effective communication.
The Michigan Department of Civil Rights (MDCR) is responsible for investigating complaints of discrimination and ensuring compliance with civil rights laws. The Division on Deaf, DeafBlind, and Hard of Hearing (DODDBHH) focuses on providing advocacy, interpreter testing, technical assistance, and interpreting services to ensure effective communication for the Deaf, DeafBlind, and Hard of Hearing communities. The DODDBHH Advisory Council, appointed by the Governor, advises and informs the work of the Division on matters pertaining to the Deaf, DeafBlind, and Hard of Hearing community. The Division also provides training, resource assistance, and educational programs to clarify the rights and responsibilities of residents and organizations with respect to Michiganders who are Deaf, DeafBlind, and Hard of Hearing.
