CLIENTS SERVED: Low- to moderate-income Detroit households and eligible landlords whose properties were affected by the June 25–26, 2021 flood. The property must not be located in a floodplain. Homeowner households must generally be at or below 80% of Area Median Income (AMI), live in a 1–4 unit residential property, demonstrate a connection to the 2021 flood, and meet other program requirements as requested.

DESCRIPTION: Provides free sewer repairs and flood-protection improvements to reduce basement backups and future flooding. Eligible homeowners receive assistance as a grant, while qualifying landlords receive a forgivable loan. Assistance is generally available up to $30,000 per household, but funds and repairs may vary per client. The program cannot duplicate assistance already received for the same repair through FEMA, insurance, or another recovery program. The program is funded through HUD Community Development Block Grant–Disaster Recovery (CDBG-DR) funds.

PROGRAMS/SERVICES:

• Private Sewer Repair: Free repair or replacement of eligible private sewer lateral lines, including installation of a cleanout.
• Sewer Inspection: Camera inspection and cleaning of the private sewer lateral to identify problems.
• Downspout Improvements: Disconnecting downspouts from the sewer system and installing extensions when needed.
• Backwater Protection: Installation of backwater valves to help prevent sewage from backing up into the home.
• Sump Pumps: Sump pump installation may be provided in limited circumstances when needed and technically feasible.
• Flood-Related Repairs: In limited cases, other repairs such as a furnace/boiler or hot water heater may be addressed when damaged by the flood.

• Homeowners apply online through the City’s Neighborly system. Detroit residents who need help applying online can receive assistance through a City of Detroit Neighborhood Intake Center. A list of intake locations will be posted when the program reopens.
