
THAW administers the Michigan Energy Assistance Program (MEAP). MEAP provides direct bill payment assistance
for heat and electricity for low-income Michigan residents. Families must complete a two-step process to qualify for MEAP funds.

Brightmoor Energy & Water Assistance Program

You are eligible for support from this program if:
The applicant must reside in the following zip code areas: 48219 or 48223
The applicant’s household income must be at or below 250% of the Federal Poverty Level
The applicant must have at least ONE child (18 years or under) in the home;
Proof of at least ONE minor child is required (shot record, birth certificate, report card)
The utility account must be in the applicant’s name; if not, the applicant must accept responsibility for the bill
Proof of residency and responsibility for water account holder/applicant (copy of deed/mortgage statement with name of applicant listed, lease agreement that shows applicant is responsible for water payments
Account must be residential (not a commercial account)
Applicant must pay for unauthorized usage and security fees
Account must have a past due balance

Enbridge Fueling Futures Water Assistance Program:

Residents of Michigan with incomes at or below 250% of the Federal Poverty Level are eligible to receive water assistance through the Enbridge Fueling Futures Water Assistance Program. Assistance funds are limited and distributed on a first-come, first-serve basis.
You are eligible for support from this program if:
1. Your income is at or below 250% of the Federal Poverty Level (see chart below)
2. Your account must be residential (not a commercial account)
3. Your account must have a past due balance
4. Account must be in the applicant’s name. If the account is not in the applicant’s name, the applicant must provide
a written explanation as to why the responsible party listed on the utility bill is not the one applying for assistance
5. A document verifying that the applicant resides at the service address
6. All other documents are required to process the application

Phase 2 of THAW’s MI Water Program (Michigan Water Affordability Through Efficiency and Repair) is now live!
Phase 2 provides minor plumbing repairs, in-home water energy efficiency/conservation assessments, education,
and water conservation supplies to eligible households within Wayne, Oakland, and Macomb counties with priority
given to the poorest communities that were the hardest hit by COVID-19 including Detroit, Highland Park, Hamtramck, Ecorse, River Rouge, and Pontiac.
