AT&T offers an unlimited home phone plan through the federal Lifeline program that lowers the monthly cost of a home phone plan for households who qualify based on income or enrollment in certain government benefit programs.

This program provides: Subsidized phone plan:  The plan costs $10.48 per month for most exchanges, and $10,00 to connect new service or change existing service. You can get one Lifeline discount (phone or internet, but not both) per household, not per person, and a household can get a Lifeline discount from only one provider.
