CLIENTS SERVED: Primarily low-income dog owners who need assistance improving the living conditions, health, safety, and quality of life of their dogs, particularly dogs that are continuously chained or kept outdoors.

DESCRIPTION: C.H.A.I.N.E.D. Inc. is a nonprofit animal-welfare organization that works to improve the lives of chained and outdoor dogs while helping owners provide safer and healthier living conditions for their pets. Rather than simply removing animals from their owners, the organization emphasizes education and provides practical supplies and services to low-income dog owners. It also promotes responsible pet ownership and has worked with communities in Wayne County on anti-tethering ordinances.

PROGRAMS/SERVICES:

• Outdoor & Chained Dog Outreach: Provides hands-on assistance to improve the living conditions of dogs that are chained or kept outside 24/7, while working with their owners to create safer, healthier long-term arrangements.
• Fenced Kennels & Yards: Helps provide safe, fenced areas so dogs that are continuously chained or kept outdoors have room to move safely without being tethered.
• Insulated Dog Houses: Provides insulated shelters to protect outdoor dogs from weather and extreme temperatures.
• Spay/Neuter Assistance: Helps owners obtain spay or neuter services for their dogs.
• Vaccinations & Preventive Care: Assists with vaccines, flea and tick prevention, and heartworm prevention.
• Pet Food Assistance: Provides dog food and treats to owners who need help feeding their pets.
• Pet Supplies: Provides toys and other supplies intended to improve the health, comfort, enrichment, and quality of life of outdoor dogs.
• Owner Education: Works directly with dog owners to improve animal care and responsible pet ownership. Focuses on correcting problems at their source to help prevent neglect, abandonment, and animals entering shelters.
• Youth Education: Provides education for children and teenagers about responsible pet ownership and animal welfare.
• Animal Welfare Advocacy: Works to reduce long-term tethering and neglect through community education and advocacy. Helped establish anti-tethering ordinances in 15 Wayne County communities.
• Resource Referral: Maintains information about pet-food banks, veterinary services, and grooming services.
