DESCRIPTION:Â CAM (Coordinated Assessment Model) is the centralized entry point for people experiencing homelessness in Detroit, Hamtramck, and Highland Park. CAM assesses each household’s needs and connects people with available emergency shelter, housing programs, and other homelessness-related services. CAM does not directly provide housing; it coordinates referrals to participating providers.
SERVICES & PROGRAMS:
- Homelessness & Housing Assessment: Assesses a person’s or family’s housing situation and needs to determine what resources may be appropriate.
- Emergency Shelter: Connects people who do not have a safe place to stay with emergency shelter when space is available. Shelter beds are limited and may not be available the same day.
- Housing Referrals: Refers eligible individuals and families to available housing programs, including rapid rehousing and permanent supportive housing, based on need and available resources.
- Street Outreach: People experiencing unsheltered homelessness can request a street outreach team to help connect them with the homelessness response system.
- Resource Navigation: CAM’s online resource map provides information about food pantries, soup kitchens, health care, employment, legal assistance, disability resources, veterans’ services, parenting support, and other community resources.

- Phone: Call 313-305-0311, Monday–Friday, 8 AM–6 PM. A CAM specialist will assess the situation and help determine available options.
- In Person: NOAH at Central (23 E. Adams, 2nd Floor, Detroit) Monday–Thursday, 9:30 AM–4 PM; Cass Community Social Services (12025 Woodrow Wilson St., Detroit) Monday–Friday, 10 AM–6 PM.
- Veterans: Veterans can also access CAM in person at the Detroit VA, 4646 John R., Blue Tower 7th Floor, Room A7175, Monday–Friday, 8 AM–4:30 PM.
- After Hours: If someone is sleeping outside or in a vehicle after CAM’s regular hours, call 866-313-2520 or 313-305-0311 to connect with a street outreach team.
