CLIENTS SERVED: Low- to moderate-income Dearborn Heights homeowners who own and occupy their homes.

DESCRIPTION: Provides 0% interest deferred loans to help eligible homeowners make essential repairs that address safety, accessibility, energy efficiency, lead hazards, building-code concerns, and physical deterioration of their homes. Applicants must own and occupy the home, meet current income limits, and have city/county property taxes, water bills, and applicable mortgage payments current. Repairs and Projects which do not qualify include modernization, new construction, reconstruction, and rehabilitation of detached structures. Existing detached garages are an exception.

PROGRAMS/SERVICES:

• Home Repairs: Assistance may cover essential repairs such as roofs, furnaces, hot water heaters, siding, windows, and other work needed to prevent physical deterioration.
• Energy Efficiency: Repairs and improvements based on HUD/ENERGY STAR energy-efficiency recommendations.
• Lead Hazard Reduction: Lead-based paint testing and, when required, abatement or remediation.
• Heating & Safety: Carbon monoxide testing of heating systems and related safety improvements.
• Accessibility: Repairs that meet ADA accessibility or Michigan Barrier-Free design standards.
• Building & Structural Repairs: Other rehabilitation work may be approved when necessary to halt physical deterioration of the property.
• Loan Terms: 0% interest deferred loan with no credit check or equity requirement. Repayment is due when the home is vacated, sold, rented, or refinanced, and the City places a lien on the property.

• Residential Rehabilitation Program: Call 313-791-3500 or visit the Community & Economic Development Department office in person to request a pre-application and information about qualifying for the program. A mandatory application meeting and supporting documentation is used to determine income eligibility.
