CLIENTS SERVED: Low- to moderate-income Detroit homeowners and qualifying landlords. Homeowner households must generally be at or below 80% of Area Median Income (AMI), live in a 1–4 unit residential property, demonstrate a connection to the 2021 flood, and meet other program requirements.

DESCRIPTION: Provides assistance to eligible Detroit properties affected by the 2021 flooding to repair or replace private sewer infrastructure and reduce the risk of future basement backups and flooding. Eligible homeowners receive assistance as a grant, while qualifying landlords receive a forgivable loan. Assistance is generally available up to $30,000 per household, but funds and repairs may vary per client. The property must not be located in a floodplain and must demonstrate a tie-back to the June 2021 flood. The program cannot duplicate assistance already received for the same repair through FEMA, insurance, or another recovery program.

SERVICES & PROGRAMS:

• Private Sewer Lateral Repair/Replacement: Repair or replacement of the private sewer lateral and installation of a cleanout.
• Sewer Inspection: Cleaning and inspection of the sewer lateral using a camera scope.
• Downspout Improvements: Disconnecting downspouts from the sewer system and installing extensions at least three feet from the home’s foundation when needed.
• Backwater Valve: Installation of a backwater valve to help prevent sewage from backing up into the home.
• Sump Pump: In limited circumstances, installation of a sump pump where diversion is possible.
