SERVICE AREA: City of Sterling Heights, Macomb County, Michigan

CLIENTS SERVED: Low- to moderate-income owner-occupants of single-family homes in Sterling Heights. The homeowner must have lived in the property for at least one year & be current with property taxes and homeowner’s insurance. Eligible applicants may be placed on a waiting list, with priority given to serious health, safety, or time-sensitive repairs and those with greatest financial need.

DESCRIPTION: The City of Sterling Heights Home Improvement Program provides no-interest, deferred loans for necessary home repairs, with assistance of up to $40,000 for eligible homeowners. The program focuses on keeping homes safe, habitable, and up to applicable housing and building standards; assistance is not available for cosmetic or luxury improvements.

PROGRAMS/SERVICES:

• Roof Repair/Replacement: Assistance with damaged or failing roofs.
• HVAC Repairs/Replacement: Repairs or replacement of furnaces and other heating/cooling systems.
• Electrical Repairs: Addresses electrical problems and safety hazards.
• Plumbing Repairs: Assistance with necessary plumbing repairs.
• ADA/Accessibility Improvements: Modifications to improve accessibility for residents with disabilities.
• Lead-Based Paint Remediation: Assistance addressing lead-based paint hazards.
• Home Rehabilitation: Repairs needed to bring substandard homes into compliance with applicable housing and building standards.

INELIGIBLE REPAIRS:

• Cosmetic or Luxury Improvements: Work that improves the appearance, style, comfort, or amenities of a home but is not necessary to address a health or safety problem. Examples are interior painting, new flooring / carpeting, remodeling, upgrading, landscaping, appliances that go beyond what is necessary for basic household use.

• Detached Garages: Repairs to structures that are separate from the primary residence are not eligible, but may be considered if the garage is attached and affects the safety of the primary residence.
